The Department of Trade and Industry announces the gazetting of and call for public comment on the Integrated Transport Sector Charter

Tomorrow, on 24 December 2008, the Minister of Trade and Industry (DTI), Mandisi Mpahlwa will announce the gazetting of the Integrated Transport Sector Charter, in terms of Sections 12 and 9(5) of the Broad Based Black Economic Empowerment (BBBEE) Act.
The gazetting follows the launch of the Charter at Klipspruit, Soweto in October 2008, by the Minister of Transport, Jeff Radebe. During the launch, Radebe called on all South Africans to commit to further transformation in the sector. The launch of the charter symbolised the culmination of years of ongoing stakeholder consultation in relation to transport development, innovation and participation in the country.
The transport sector is arguably the country's largest infrastructure segment and is an integral contributor to the country's Growth Domestic Product (GDP). Evident from its massive infrastructural expansion and development, the transport sector is vital for the successful delivery of the 2010 FIFA Soccer World Cup.
A Sector Charter gazetted under Section 12 of the BBBEE Act is one that is gazetted for information purposes only, and is not binding on government departments. On the other hand, a Sector Charter gazetted under Section 9(5) is one that possesses the status of the Black Economic Empowerment (BEE) Codes of Good Practice, pending completion of the 60 day period, during which members of the public are given the opportunity to comment on the proposed legislation.
The Integrated Transport Charter comprises at least eight Sub-Sector Charters, which collectively seek to address key transformation issues that cut across the spectrum of the national transport industry. With the exception of the Foreign Aspect of the Aviation Sub-Sector Charter, (which is gazetted under Section 12), the following Sub-Sector Charters are gazetted under Section 9(5):
* Forwarding and Clearing
* Taxis
* Bus Commuters and Coaches
* Maritime Transport
* Railways
* Road Freight and
* Public Sector Transport
South Africans with particular interest in the above, especially organisations and stakeholders involved in the transport sector, have until 24 February 2009 to submit their comments and inputs as to whether the Sub-Sector Charters accurately and sufficiently reflect the prospective national goals and achievements of the transport industry.
