The Minister of Trade and Industry, Mandisi Mpahlwa to announce the gazette of the Construction and Forestry Sector Charters
4 December 2008
The Minister of Trade and Industry, Mandisi Mpahlwa will tomorrow announce the gazetting of the Draft Construction and Forestry Sector Charters in terms of Section 9 (5) of the Broad-Based Black Empowerment Act (B-BBEE Act).
In terms of the above section, the minister must provide members of the public and interested parties a period of 60 days to comment on the published Sector Charters. This means that all stakeholders and interested persons have until 5 February 2009 to make comments and inputs on whether these charters are in line with the objectives of transformation in the industries.
The gazette of these Sector Charters follows a lengthy process of constructive engagement and deliberations by representatives of various organisations and stakeholders doing business in the construction and forestry sectors.
The Department of Public Works (DPW), which is the ministry overseeing all major construction projects in the country, together with the Construction Transformation Charter (TCG) has provided meaningful participation and guidance to the process leading to the finalisation of the Construction Charter.
Similar thanks are extended to the Department of Water and Forestry (DWAF) and the Forestry Sector Charter Steering Committee (FSSC) for their role in ensuring that the Draft Forestry Charter is an outcome of the negotiated process involving major stakeholders.
At the end of the 60 days period, the dti will involve both the TCG and the FSSC in analysing all the comments and inputs received from the members of the public. This will culminate into a final submission for consideration by the Minister of Trade and Industry.
In the absence of any fundamental deviations and concerns, the Draft Construction and Forestry Sector Charters will be gazetted as a Final Sector Code in March 2009.
