DEPARTMENT OUTRAGED AT THE MISBEHAVIOUR OF SENIOR PUBLIC OFFICIALS

The KwaZulu-Natal Department of Local government and Traditional Affairs is totally outraged at the behaviour of two officials employed by uThukela Water Board which is predominantly run by the Inkatha Freedom Party (IFP) led District Municipality (uThukela Municipality). The presence of these two senior officials, Stanley Dladla and Mandla Malakoana, at an IFP recruiting campaign on a working day and during working hours, held in Soweto, Johannesburg yesterday (26/8/04) is highly unacceptable and reprehensible. The two officials should have been at work delivering water services to this most poor and alleged corruption ridden region.

The constitution of the country and the Public Finance Management Act (the PFMA) do not prevent public officials from taking membership of political parties, however it explicitly prevents them from using official time for party political work. For Mr Stanley Dladla and Mr Mandla Malakoana to be gallivanting in Johannesburg on a working day and leaving their jobs of providing water to the needy people calls for drastic action.

The Department of Local Government and Traditional Affairs in conjunction with the National Department of Water Affairs and Forestry is to take immediate steps to ensure that uThukela Water Board does not become a dumping ground and base for politicians who have lost out in elections.

The matter is being immediately reported to the Premier.
