South African Citizenship Amendment Bill to be presented
19 February 2004

The Minister of Home Affairs, Dr Mangosuthu Buthelezi, will today present the South African Citizenship Amendment Bill, which is aimed at bringing into line with Section 20 of the Constitution as far as dual citizenship is concerned.

In the past there was provision in the Bill, which was giving provision to the Minister to deprive a citizen of his or her citizenship for having used of her foreign country to enter or depart from the Republic, or to enter or depart from the country, which issued such passport, or any other third country. The Bill seeks to repeal this.

The Bill replaces that provision with one which imposes penalties on a citizen using foreign passport to enter or depart from the Republic or utilizing his or her foreign citizenship while in the Republic to gain an advantaged or avoid a responsibility or duty.
