STATEMENT BY COBUS DOWRY MINISTER OF LOCAL GOVERNMENT: R18,9 MILLION INFRASTRUCTURE DEVELOPMENT IN RURAL WESTERN CAPE WILL CONTRIBUTE TO THE ALLEVIATION OF POVERTY
Infrastructure delivery at municipalities in the Western Cape is on track. Keeping in mind the strategic vision of the provincial government iKapa elihlumayo: Hope, Delivery and Dignity for the Next Decade the Consolidated Municipal Infrastructure Programme (CMIP) has a crucial impact on the alleviation of poverty with the provision of infrastructure. CMIP has been designed to support municipalities in the provision of new infrastructure as well as the rehabilitation or upgrading of existing infrastructure.
The CMIP allocation for Infrastructure in the Western Cape for the 2003/04 financial year is R183,7 million and for CMIP Capacity Building at municipalities is R5,6 million.
Since its inception CMIP has spent approximately R578 million on 818 infrastructure projects in seven project categories in the Western Cape. Municipalities also contribute towards these infrastructure projects and therefore the value of the projects will be more than the CMIP contribution. These projects include:
* 245 water projects with a CMIP value of R150,9 million
* 125 sanitation projects with a CMIP value of R118,1 million
* 116 road projects with a CMIP value of R137 million
* 27 solid waste projects with a CMIP value of R19,4 million
* 135 community lighting projects with a CMIP value of R55,8 million
* 146 storm water projects with a CMIP value of R91,3 million
* 24 community facility projects with a CMIP value of R41,2 million.
For the current financial year (2003/2004) CMIP in the Western Cape is on track. Currently 164 infrastructure projects with a CMIP value of R257,75 million are underway in the Western Cape. Five projects of R5,07 million have been completed. Forty-eight projects with a value of R48,58 million are under construction. Fifty-five projects with a value of R82,02 million are in the design and tender phase and 55 projects with a value of R122,08 million are in the approval process.
I have now approved CMIP funding of R18,9 million for 25 infrastructure projects at 13 municipalities. The total value of these projects, including the municipal contribution is R33,5 million. These municipalities are all outside the metropolitan area and will undoubtedly benefit rural development and upliftment.
List of approved projects:
* Beaufort West Municipality will receive R500,000 to rehabilitate streets and storm water in Nelspoort
* Bitou Municipality will receive R1 million for the upgrading of the Roodefontein Dam at Plettenberg Bay
* Breeriver/Winelands Municipality will receive R3,4 million for a new water pipeline to Montagu
* Cederberg Municipality will receive R1 million to rehabilitate streets and storm water in Clanwilliam
* Drakenstein Municipality will receive R1,6 million for a new sewage pump and pipeline as well as street lighting in Mbekweni, the upgrading of storm water in Saron and new street lighting in Gouda and Hermon
* Eden District Municipality will receive R2,06 million for new water supply as well as the upgrade of the water network in Uniondale
* George Municipality will receive R2,33 million to rehabilitate gravel roads in Thembalethu and Pacaltsdorp
* Laingsburg Municipality will receive R1,14 million to rehabilitate water pipes
* Oudtshoorn Municipality will receive R3,45 million for a study into new water supply, the rehabilitation of sewage works, upgrading of sidewalks and a new refuse removal site in Oudtshoorn as well as a new access road in Bridgton
* Saldanha Bay Municipality will receive R547 000 for the upgrade of the sewage works in Laingville and the upgrading of the sidewalks in Diazville
* Stellenbosch Municipality will receive R637 000 to rehabilitate access roads in Klapmuts
* Theewaterskloof Municipality will receive R1,1 million to upgrade a storm water channel at Middleton near Caledon and for a new solid waste station in Villiersdorp
* Witzenberg Municipality will receive R59 000 to upgrade storm water in Wolseley.
Through the CMIP the Department of Local Government will continue to develop and upgrade infrastructure for the disadvantaged communities. With the provision of infrastructure, the provincial government can bring human dignity and self-respect to the poor. The aim of CMIP is to build communities through infrastructure provision. In the Western Cape we have gone a long way to achieve this.
