THE SOUTH AFRICAN NATIONAL AIDS COUNCIL MEETING, 29 MARCH 2003, PRETORIA.
The Council received a report on the nominations of representatives for the new SANAC council. While most sectors had chosen their representatives, a few had not yet completed the process. Given the importance of sectors being represented on a basis acceptable to them and of allowing them time to complete the process accordingly, it was agreed that the deadline for the remaining nominations be extended to 30 April. Consequently, in order to ensure continuity, it was also agreed that the term of office of the current council should be extended to accommodate the nominations process.
A report was received on the outcome of applications to the Global Fund to fight AIDS, TB and Malaria. The successful first round applications were those of: Lovelife, Soul City and the Enhanced Care Initiative from KwaZulu-Natal. In the second round the only grant allocation was to the HIV/TB initiative, which had been submitted in the first round. The Global Fund's response to the second round of applications was that they would prefer a single country application rather than a number of separate programmes and initiatives. In preparing for round three, therefore, government will be seeking to put together, for SANAC's consideration, a national proposal incorporating as far as possible the various proposals submitted in round two.
The council took note of the planned visit to South Africa of the Chairman of the Global Fund, Professor Richard Feacham, in April for the signing of the grant agreement, and that he would be interacting with stakeholders including recipients of funds.
The council noted with concern the developments around the Nedlac process and the misunderstandings of government's participation in that process. The chairperson of SANAC, Deputy President Jacob Zuma, was asked to initiate a process of engagement with TAC prior to a possible meeting of the full council with representatives of TAC.
