AUDIT OF TENDER VT 20031A: CATERING AND RELATED SERVICES FOR COOK FREEZE, NATIONAL HOSPITAL, PELONOMI HOSPITAL, ORANJE HOSPITAL, AND UNIVERSITAS HOSPITAL
The Auditor-General carried out a regularity audit of the aforementioned tender in terms of section 188 of the Constitution of the Republic of South Africa, 1996 (Act no 108 of 1996).
The Auditor-General declared that no matters that warrant comment were identified during the audit.
The Department of Health was in the news previously when the Compass Group Southern Africa Pty Ltd trading as Kagiso Khulani Supervision Food Services (KKS) and KKS Free State (Pty) Ltd made an urgent application to the Free State Provincial Division in the High Court of South Africa on 25 May 2001. Their application was amongst others an interdict against the Free State Provincial Government from ejecting KKS from the premises of the Free State Provincial government. This comprised also the awarding of the catering tenders to Fedics for the Bloemfontein Provincial Hospitals and Baikemetseng CC for the Manapo Hospital and implementing any contract emanating from the award of the tenders.
In the judgement on 30 May 2001, the High Court rejected their application, with the implication that KKS must leave the premises of the Free State Provincial government on 31 May 2001 and that Fedics and Baikemetseng commenced their catering contract on 1 June 2001.
The audit of the Auditor-General supports the statement of the MEC for Health, Ms MA Tsopo, that there was nothing wrong with the process followed by the Department.
