INDEPENDENT COMMISSION ON THE REMUNERATION OF PUBLIC OFFICE-BEARERS: PUBLICATION OF ANNUAL REVIEW FOR THE REMUNERATION OF PUBLIC OFFICE -BEARERS FOR 2001

1. The Commission's advice on the remuneration of public office-bearers at all levels of Government (National, Provincial and Local), including Traditional Leaders is published in the General Government Gazette of 1 June 2001.

2. The Commission has had due regard to all the submissions it received. It has also considered the levels of remuneration in the public and private sectors, the current rate of inflation, probable future trends in this respect, as well as other relevant information.

3. The implementation of the Three Notch Remuneration Structure with effect from 1 April 2000 was an attempt to reflect in the remuneration of public representatives the previous experience of those who were re-elected in the 1999 elections. The level of the remuneration package for 2000 in respect of Notch 1 (newcomers to legislatures), is exactly the same as the level of remuneration determined by the President for 1999, with an upward adjustment for housing at the top end of the grading structure which is of a reimbursive nature.

4. The Commission has recommended that an increase of 8% per annum in the remuneration as a total package for all public office bearers at national, provincial and local levels of government (including Traditional Leaders) be considered by the relevant authorities for implementation with effect from 1 April 2001. In respect of local government, the implementation date should coincide with the beginning of the next financial year of local government institutions. The Commission regards such an increase to be equitable and justifiable.

5. The Commission also received proposals with regard to housing and the grading structure of some public office bearers at national level of government. In respect of housing, the Commission wishes to conduct further research and to give it further consideration. This issue will be addressed in the Commission's next report. Changes to the Grading Structure would need to be based on a full evaluation and the Commission does not believe that the consideration of one or two positions in isolation at this stage would address actual or perceived inequalities. An overall assessment of all positions would be a better option. The Commission will therefore, within the Government's framework of fiscal discipline, embark upon a major review process of all tiers of Government during the 2002/2003 fiscal year.

7.
