STATEMENT ON PUBLIC SERVICE CO-ORDINATING BARGAINING COUNCIL CONVENING THE PUBLIC SERVICE JOB SUMMIT FROM 29 - 31 JANUARY 2001 IN PIETERSBURG
The Public Service Co-ordinating Bargaining Council will be convening the Public Service Job Summit on the 29 to 31 January 2001 at the University of the North in Pietersburg, Northern Province.
The purpose of the Summit will be to establish joint mechanisms related to issues of transformation, employment practice and socio-economic development in the public service. The Public Service as the largest employer in South Africa has the potential to positively impact on the lives of the majority of South Africans through job retention and creation.
To date representatives from labour and government have been engaged in intense negotiations through the assistance of independent facilitators and the National Economic Development and Labour Council (NEDLAC). The parties are working towards establishing a framework agreement that will be presented at the Summit.
Parties acknowledge that there is a need for the provision of equitable and quality services, in order to ensure that the Public Service is responsive to its Constitutional objectives.
Parties also understand that the summit is the beginning of a process of bona fide engagement towards attaining the objectives of a democratic value system. The summit resolutions will culminate into a joint implementation strategy of the agreement in line with mutually agreed national priorities. It is also envisaged that the declaration will be reached with an aim of ensuring a process that will strengthen the economy to promote growth, investment, and sustainable employment. And more importantly, the process should seek to create employment opportunities and fight poverty.
The Honourable Deputy President, Jacob Zuma, will be the Guest Speaker at the Summit.
Approximately 400 delegates from labour and government and 100 guests will attend the Summit.
The Public Service Job Summit will therefore be of major benefit to the education, health and welfare, safety and security, general public service sectors and citizens at large.
