The various facility provision projects should be completed in 1998. A national facility plan indicating need and priority will be finalised, and facility managers will be trained.

2. INCREASING PARTICIPATION LEVELS

A. WOMEN IN SPORT

Seven Women in Sport structures established in seven provinces in 1997. Two are in the process of being established in remaining provinces.

B. DSR to increase in 1998 the number of active participants in sport and recreation by 300 000 through an expansion of the "Women in Sport project".

C. DSR WELLNESS DAY

2 Million people participated in 1997. 1998 Projection is 4 million people.

D. SANGALA (South African National Games and Leisure Activities)

1997: 250 000 people participated
1) 770 Prisoners and wardens trained to present sport and
recreation activities in country's prisons.

2) 1324 Community recreation leaders trained.

3) 332 Programme leaders for senior citizens programme
were accredited and 110 000 seniors participated.

4) 146 000 people from 453 rural communities
participated in SANGALA programmes

5) 150 Senior Corporate Managers participated.

1998 Projections

SANGALA programme to be expanded with the introduction of the "Movers in Action" programme for children under six years. Target of 500 000 participants has been set.

3. ENHANCING EXCELLENCE IN PERFORMANCE

1) Drug-Free Sport Bill promulgated in 1997 a Drug-Free Sport institute fully operational in 1998

2) Sports information Centre: Information Centre and Website established in 1997.

1998 Projections

* DST to establish in 1998 a national Sports Museum and Sport Hall of Fame to implement steps towards actualisation of the proposed national Sports Academy.

* Develop and introduce game analysis techniques and strategies

3) Establish a Sports television Network.

* Mass Screening for sportspersons
* 1,500 athletes tested in 1997
* 9,000 children to be tested in 1998 for basic sporting ability.

4) High performance testing
* 934 elite athletes tested in 1997
* 1000 athletes to be tested in 1998
* Provide Scientific support services for the South Africa teams participating in Commonwealth games in 1998 and Olympic Games in 2000.

5) Accrediting institutes

* 19 Accrediting institutes were established in 1997.
* 1998 Projections to accredit sport science and sport medicine practitioners.
* Establish national coaches and athletes forums.

6) Foreign agreements

1997 International links established through formal agreements with Australia, Canada, Germany, the Netherlands, New Zealand, France, Bulgaria, Flanders, Brazil and India. Additionally provinces in South Africa were twinned with States in Australia to enhance co-operation between the South African and Australia and to promote development in provinces.

1998 Projections. DSR to establish Foreign Mission Sports Forum to co-ordinate international sports projects to the benefit of South African sports people.

7) Publication of White Paper on Sport and Recreation

8) Legislation 1998: DSR to introduce following legislation:

* Sports Commission Bill.
* Fair Play Bill - protect sports people against exploitation.
* Bills that would flow from the White Paper.

1997 The Boxing and Wresting Control Amendment Bill was approved.
