CABINET MEETING - 12 NOVEMBER 1997
This Press Release covers matters covered at the regular fortnightly meeting of the Cabinet held on 5 November which was adjourned to and completed on 12 November 1997.
The Cabinet meeting held on 5 November, joined by the nine Provincial Premiers, received a report on the Medium Term Expenditure Framework, Revenue Sharing Proposals and on provincial expenditures, and jointly agreed to establish mechanisms to examine the expenditure of Province(s) in instances where Province(s) overspend and to institute measure to rectify the situation.
The Cabinet approved the persons proposed by the Minister of Finance to serve on the Advisory Board of the South African Revenue Services (SARS).
The Cabinet approved the allocation of R300 million towards labour-based programmes as part of the Government's Poverty Alleviation Programme. The money will be allocated to the following programmes:
The Department of Water Affairs and Forestry's Working for Water Programme (R150 million);
The Community Based Public Works Programme (R85 million);
The Department of Agriculture and of Health's Integrated Nutrition Programme (R15 million); and
The Department of Welfare's Income Generating Programmes (R50 million).
The Cabinet approve that the following Bills be submitted to Parliament during the next session (i.e. 1998) for its consideration:
Airports Company Bill, 1998;
Judicial Matters Second Amendment Bill, 1998 and
Boxing and Wrestling Control Amendment Bill, 1998
