PRESS RELEASE BY THE OFFICE OF THE PRESIDENT: CABINET MEETING - 8 OCTOBER 1997

The Cabinet held its regular fortnightly meeting in Tuynhuys, Cape Town, discussing in the main reports from the Cabinet Committees.

The Cabinet received a report on the recommendations contained in the Report of the Task Group on Government Communications and approved the establishment of a Government Communication and Information System.

The Cabinet received a report on the review conducted on the National Crime Prevention Strategy (NCPS) and endorsed the continuation and direction of the NCPS and noted with appreciation the steps which have been taken to implement the strategy.

The Cabinet received a report on the need to restrict the number of airports that will be allowed to clear both goods and persons for or from international flights (i.e. ports of entry) and approved that the following ten airports be designated as ports of entry:

* Johannesburg International Airport;
* Cape Town International Airport;
* Durban International Airport;
* Bloemfontein Airport;
* Lanseria Airport;
* Nelsrpuit Airport;
* Upington Airport;
* Pietersburg Airport;
* Mmabatho Airport; and
* Port Elizabeth Airport.

The Cabinet received a report on the establishment of a port and an Industrial Development Zone at Coega and approved, in principle, their establishment through concessioning, subject to further investigation and on the availability of finance.

The Cabinet concurred with the transfer of Ms MZ Mxumalo-Nhlapo from the Gauteng Department of Housing and her promotion to the post of Director-General of the National Department of Housing.

The Cabinet approved for publication the White paper on Public Works. Towards the 21st Century as well as the Green Paper on Local Government.

The Cabinet approved that the following Bills be submitted to Parliament:

* Money Bills Amendment Procedure Bill, 1997;
* Revenue Funds Interim Arrangements Bill, 1997;
* Intergovernmental Fiscal Relations Bill, 1997;
* Electoral Commission Amendment Bill, 1997;
* 1996 Protocol to the London Convention, 1972.
