CABINET MEETING - 6 AUGUST 1997

The Cabinet held its regular, fortnightly meeting today in the Union Buildings.

The Cabinet received a report on the recommendations of the Commission of Inquiry into the Provision of Rural Financial Services (the Strauss Commission) and approved the policy principles inherent in the recommendations.

The Cabinet received a report that in terms of the new mandate of the Development Bank of South Africa (DBSA) it is no longer necessary to maintain the Local Authorities Loan Fund (LALF) and approved the closure of the LALF and the appointment of the DBSA to administer the activities of the LALF on an agency basis.

The Cabinet received a report on the White Paper on Public Service Training and Education and approved that it be published.

The Cabinet received a report on the Charter of the Indian Ocean Rim Association for Regional Co-operation (IOR-ARC) and approved that the Charter be submitted to Parliament.

The Cabinet also approved that several pieces of legislation and conventions of the International Labour Organisation (ILO) be submitted to Parliament during the Current session. These are tabulated below:

1. Pension Funds Bill, 1997
2. ILO Conventions No 175 and Recommendation No 182 on Part Time Work
3. ILO Convention No 176 and Recommendation No 183 on Safety and Health in Mines
4. Protocol No 81 on Labour Inspection
5. Regional Industrial Amendment Bill, 1997
6. South African Citizenship Amendment Bill, 1997
7. Criminal Procedure Amendment Bill 1997
8. Constitutional Court Procedure Bill, 1997
9. Independent Commission on the Remuneration of Persons Holding Public Office Bill, 1997
