Mpumalanga pilots roll out of Local Government Turn Around Strategy
3 Feb 2010 A task team comprising of officials from the National and Provincial Department of Cooperative Governance and Traditional Affairs has begun the process of rolling out the Local Government Turn Around Strategy (LGTAS) in Mpumalanga. The roll out of the LGTAS will be done in four phases, starting from 20 January 2010 to March 2011. The first phase will be the pilot project in which three identified municipalities will develop Municipal Turn Around Strategies (MTAS). Drawing from lessons of the pilot project, the second phase will then include all municipalities in developing their MTAS and incorporating them in the Integrated Development Plans (IDPs). The third phase will include the budgeting and approval of these IDPs, whilst the fourth phase will be the implementation phase. The following municipalities namely: Dipaleseng, Thembisile Hani and Bushbuckridge municipalities have been identified as pilots for the development of the Municipal Turn Around Strategy. The task team has met with the Executive Mayors, Mayoral Committees and Section 57 employees of the three municipalities, to outline the processes on how to develop the MTAS. These municipalities have been requested to begin the processes by consulting all internal stakeholders both at administrative and political levels. The three municipalities are expected to their draft MTAS and submit them to their municipal councils and the provincial coordinators. After the submission of these draft strategies, stakeholder engagements will take place in February 2010. The Local Government Turn Around Strategy aims at targeting all identified gaps, be they institutional weaknesses, service delivery deficiencies or lack of technical capabilities, within each municipality and address these with formidable resource inputs internally and externally from other stakeholders.
