COGTA Minister delivers the annual Budget Vote Speech

The Minister for Cooperative Governance and Traditional Affairs, Honourable Mr Masenyani Richard Baloyi will on Wednesday 09 May 2012 at 14h00 deliver his maiden budget speech as a CoGTA Minister in Parliament, Cape Town.
The Minister will use the occasion of the Budget Speech to outline his plans to take forward the programmes that were initiated by his predecessors while making sure that the pace and urgency is accelerated. The budget vote will on Wednesday be read amidst the increased number of “service delivery protests” in most communities around the country.
This speech seeks to respond to this and other challenges, together with municipalities and provincial government, embarking on a programme that has put on the apex of the department’s priorities, the five key items that will ensure a definite turn-around of the municipalities into transparent, effective and efficient centres of excellence in the service delivery front.
“We have isolated good governance improvement, the fight against corruption and maladministration, enhanced financial management, improvement of infrastructure as key to accelerating service delivery to all.
We strive to, within the next few years, bring closer together our traditional affairs institutions and the municipalities in order to build and cultivate a harmonious and rhythmic working relationship between them. This is important for the two to collaborate enthusiastically if the ideal of building a better life for the communities where they live - at the local level- is to be realised.” Minister Baloyi said while committing himself to more focused years of hard work ahead.
Media and members of the public are invited to join the Minister as he outlines his plans for a working intergovernmental relationship framework that must make a difference in the lives of the people of South Africa.
