Advance paid to secretary to Parliament for wall at his residence

The Presiding Officers of Parliament have noted with serious concern the reportage around the advance salary payment made, in December 2011, to the Secretary to Parliament, Mr Zingile Dingani, for the construction of a security wall at his residence. 

Parliament is no ordinary institution, it is a critical branch of the state. Any accusation of misappropriation, perceived or real, relating to the institution assumes special significance due to the role of this institution in society and in our democracy. 

The Presiding Officers have now taken a decision to refer the matter for investigation to the Auditor-General, Terence Nombembe. If it was to be determined that such an investigation was, for any reason, outside of the Auditor-General’s scope, the Public Protector will be requested to take the investigation up under the auspices of her office.

The Presiding Officers will report the matter to the Parliamentary Oversight Authority at its next meeting.
