ICASA publishes draft regulations on Unreserved Postal Services

The Independent Communications Authority of South Africa (ICASA) is calling on all interested parties to submit written representations on the draft regulations on unreserved postal services as per the Postal Services Act no. 124 of 1998.

The draft regulations are intended to regulate unreserved postal services, to determine registration categories, the duration of registration certificates and the Registration Fees payable. Currently, a total of 250 companies are registered to provide unreserved postal services.

In terms of the draft regulations, the Independent Communications Authority has identified three categories of service providers in the unreserved postal services sector, namely international unreserved service providers who offer services within and beyond the borders of the Republic of South Africa; national unreserved service providers offering services within the borders of the Republic of South Africa and intra city unreserved service providers offering services within a single city.
