The Ministers in The Presidency released two discussion documents on 4 September 2009.

Green Paper on National Strategic Planning

The Green Paper on national strategic planning outlines government's position on national strategic planning. (A Green Paper is a consultation document explaining government's intended policy.)

As a nation we have come a long way since achieving democracy, but we are still confronted with massive challenges. Unemployment remains very high, poverty and inequality and opportunities to better education, healthcare, public transport and basic household amenities for many remain a problem.

Minister Manuel tabled the document in Parliament on 7 September.

A revised Green Paper was issued on 15 January. More information is available in the statement and transcript of the briefing by Minister Manuel.

Policy document on performance monitoring and evaluation

The policy document on performance monitoring and evaluation, "Improving Performance in Government: Our approach" outlines government's approach to improving its performance. Government has improved access to services for people who were previously denied. This document forms the basis of plans to improve the quality of service delivery.
