Imbizo Focus Week
5 - 11 November 2001
The theme of this Imbizo Focus Period was Intergovernmental
Co-operation for Local Delivery. Emphasis was placed on:
- Practical implementation of government's
Programme of Action
- Integrated development plans
- Free basic services
- Rural development (ISRDP) and urban renewal.
The local authorities are, as outlined in the
State of the Nation Address in February 2001, playing a
critical role in rural development in co-operation with provincial
and local government. Each authority had to draw up an Integrated
Development Plan (IDP), spelling out social and economic
development priorities that the community wished to see being
attended to. The IDPs are a key planning tool to guide the work of
all spheres of government and feed into the Rural Development and
Urban Renewal programmes. The Focus Week provided an opportunity
for further consultation and presentation of the plans, and how
they fit in with the Integrated Sustainable Rural Development and
Urban Renewal Programmes.
The Focus Week was also an opportunity for public and
government to interact on the phased implementation of free basic
services.
The programme captured the co-operative involvement of the
national executive, provincial executive and municipalities,
working with the people to implement programmes to improve living
conditions and deliver services. The main thrust of the events was
to emphasise linkages of the national and provincial programmes to
municipal plans and programmes. The range of activities in al
provinces included interaction and meetings around launches of
projects or visits to projects in progress. Several provinces also
held outreach programmes.
