Programmes to promote tourism

Poverty Relief Programme (Department of Science and Technology)

The Department of Science and Technology has implemented this Programme to focus on the socio-economic development of the previously disadvantaged communities. Its objectives are to enhance the use of local resources and indigenous knowledge to stimulate economic activities and contribute towards economic empowerment of previously marginalised groups and communities.

Poverty Relief (Department of Environmental Affairs and Tourism)

Poverty Relief is a programme mainly intended to alleviate poverty among South Africa's poorest communities and is done in such a manner that it creates sustainable job opportunities. It is particularly directed at women, the youth and the disabled. It focuses on infrastructure (information centres) and product development.

Hercules - Magaliesberg Line Tourism Project

Spoornet is leasing the Hercules - Magaliesberg line to the North West Parks and Tourism Board to allow it to run a tourist rail service that will ensure the ingress of tourism spending into the area. The rail service will create jobs in its operation and maintenance.

Protected Areas Management

A growing form of protected areas are Transfrontier Conservation Areas (TFCAs), which are part of South Africa's approach to biodiversity.

  • A TFCA is a cross-border initiative that seeks to bring together established wildlife in the subcontinent and to manage them as integrated units across international boundaries. TFCAs are important milestones to harness international, continental and regional environmental and socio-economic objectives.
  • The TFCA programme contributes towards tourism development and therefore benefits communities within and close to the TFCAs.
  • Biodiversity refers to the life-support systems and natural resources upon which we depend — that is the relationship between plants, animals, human beings and insects. Opportunities that exist include:
    • job creation: conservation, infrastructure development enterprise development, natural resource rehabilitation
    • skills development: nature conservation, environmental education, financial management, governance, project management and community liaison.

Tourism Support Programme

  • Small Medium Enterprise Development Programme

This Programme is a cash grant incentive scheme, which offers assistance to tourism-related enterprises. Grants are provided for the expansion of existing businesses and new start-ups (of less than six months). Grants are provided for tourism buildings, furniture and equipment.

  • Tourism Enterprise Programme (TEP)

This programme focuses on historically disadvantaged entrepreneurs (HDEs) and enterprises. It helps large operators, investors, SMMEs and HDEs identify viable linkages or business opportunities. This often includes not only matching buyers and suppliers of goods and services but also assisting the SMMEs to obtain the requisite professional services such as ISO/SABS quality certification, debt and equity finance, proper business planning, packaging, legal advice, technology needs and marketing.

The TEP has a Training and Technical Assistance Fund (TTAF), which is utilised on a cost-sharing basis with the enterprises. The TEP also provides aftercare to SMMEs to ensure they have the planning, production and management capacity to deliver as per the contract or market demand.

Integrated Nature-based Tourism and Conservation Management Project (INTAC)

INTAC is a project intended to promote the training of communities next to or inside parks and nature reserves. Training focuses on the unemployed, new SMMEs in tourism business.
