Infrastructure programmes

Expanded Public Works Programme (EPWP )

The EPWP is a is a nation-wide programme covering all spheres of government and state-owned enterprises that aims to draw significant numbers of unemployed into productive work accompanied by training so that they increase their capacity to earn an income. The objectives of the programme are to:

  • utilise public sector budgets to reduce and alleviate unemployment
  • Enhance the ability of workers to earn an income, either through the labour market or through entrepreneurial activity

Opportunities for implementing the EPWP have been identified in the Infrastructure, Environmental , Social and Economic sectors.

Municipal Infrastructure Grant (MIG)

The programme aims to promote small, medium and micro-enterprises (SMMEs), using labour-intensive construction methods to maximise job-creation opportunities. Emerging contractors are utilised in the implementation of infrastructure projects, thereby creating jobs and business opportunities for South Africans through the combination of labour-intensive construction methodology, which focuses on the development of women in particular.

Electricity programmes

  • Grid Electrification

    The programme involves the electrification of households, schools and clinics by connecting them to the national grid. Opportunities in this programme include temporary jobs and skills transfer. It offers:

    • temporary employment for skilled workers in project management and in labour-intensive activities like trench digging
    • skills training for long-term employment in engineering, as well as work for technicians and artisans. These opportunities are offered through municipalities.

    Non-Grid Electrification

    This is a pilot programme with concession areas in Limpopo, Eastern Cape and KwaZulu-Natal. It involves the installation of solar home systems and their maintenance, resulting in job creation, skills transfer, capacity-building, learnerships and the creation of co-operatives.
