CAPABILITY NEEDS FOR THE DEVELOPMENTAL STATE

   
1.1 Public Service Capacity   
1.1.1Continue work on the review of the functioning of government and implement proposals for improving capacity and organisation of the state Presidency, DPSA, DPLG , DeptsOngoingCapacity assessments in the Depts. of Transport, Minerals & Energy, and Agric & DTI have been completed. 1.4.2Complete Anti-Corruption review DPSA, Anti-Corruption Coordinating CommitteeDec-07A monitoring and evaluation expert was appointed. Anti-Corruption monitoring and evaluation instruments including impact appraisal plan, local level methodologies and national research agenda are developed and due to be finalised early in 2007
1.4.3Host Global Forum V on Fighting Corruption and Safeguarding integrity DPSA, Anti-Corruption Coordinating CommitteeApr-07Preparations are continuing to host the 5th Global Forum (GFV) on Fighting Corruption and Safeguarding Integrity in Gauteng in Apr-07. The Africa Organising Committee convened and agenda for Africa Forum on Fighting Corruption was adopted
1.4.4Finalise and implement Local Government Anti-Corruption Strategy DPLG, MunicipalitiesNov-07Implementation plan for rollout in provinces and coordination of implementation at the local level is finalised. There is ongoing direct support to Project Consolidate municipalities to minimise corruption. LG Anti-Corruption Strategy launched in Oct-06

MACRO-ORGANISATION OF THE STATE

   
2.1 Creation of a single public service covering all spheres of government   
2.1.1Develop draft legislation for the single public service DPSA, DPLG, SALGA, NTNov-06A task team is working on the development of the legislation for the single public service. A draft has been completed and is being discussed within government
2.1.2Review existing HR practices and develop common norms and standards with regard to HR practices to cover the single public service DPSA, DPLG, SALGA, NTNov-07A tender was published and the bids evaluated by a tender evaluation committee. A service provider has been nominated for appointment
2.1.3Develop legislation and policies regulating public entities governance and HR practices DPSA, DPLG, SALGA, NTNov-06The National Treasury and the DPSA are participating in a Work Group that oversees the amendments of the Public Finance Management Act and the development of a State Controlled Institutions Bill
2.2 Integrated Service Delivery   
2.2.1Develop Access Strategy 2014 DPSA, DPLG, DeptsNov-06Access strategy and implementation plan being developed
2.2.2Forge a common approach to e-government DPSA, DOE, DHA, DOCDec-06E-Government catalytic projects aimed at mobilising the public service and the public in the use of ICTs have been identified. Draft Cabmemo to inform Cabinet of progress has been circulated for feedback
2.2.3Consolidate phase one of Batho Pele Gateway information portal DPSA, GCIS, DOCJun-06The Batho Pele Gateway portal aimed at expanding access to information on government services will be translated into the remaining four languages (SiSwati, Xitshonga, Venda and Ndebele) by Feb-07
2.2.4Install general service counters at MPCCs DPSA, GCIS, DOCApr-0723 General Service Counters providing access to the portal at MPCCs have been installed
2.2.5Implement the second generation strategy of MPCCs extending to 284 municipal areas GCISNov-201488 MPCCs are operational. The MPCC name will change to Thusong Service centres
2.2.6Deploy 3000 learner Community Development Workers to improve government’s ability to meet the needs of the people DPSA, DPLG, Provincial Depts of Local GovMar-06The 3000 target has been exceeded
2.2.7Develop guidelines and interdepartmental protocol for implementing the Framework for joint programmes DPSA, DPLGNov-06The DPSA is still receiving written inputs from Departments on the draft guide. The guide will be submitted to the G&A Cluster as soon as the comments and inputs have been incorporated into the guide
2.3 Batho Pele   
2.3.1Batho Pele revitalization Programme through the Batho-Pele change management campaign including unannounced site visits, name badges, internal communication within public service in a national programme to entrench the ethos of Letsema and Vuk`uzenzele DPSA, DeptsOngoingIn Oct–Nov 06, 72 public servants attended Change Management Engagement workshops, bringing the total to 774 this financial year. 46 municipalities attended the Batho Pele Learning Network in Oct-06. Public Service Week was held in Nov-06
2.3.2Cascading Batho Pele to local government DPSA, DPLG, SALGA, MunicipalitiesNov-0692 municipal workers from 22 Mpumalanga municipalities attended the Change management Engagement workshop held in Nov-06
2.4 Participatory Governance   
2.4.1Facilitate community and public participation in line with the guidelines on consultation and participatory mechanism DPLG, GCIS, PresidencyOngoingWorkshops are currently convened to implement the Ward Committee Resource Book and the Handbook for Ward Committees. Work with regard to Community-based Planning is ongoing
2.4.2Conduct Presidential Imbizo and the Imbizo focus weeks GCIS, Presidency, DPLGOngoingThe October National Imbizo Week took place. Twelve Presidential Izimbizo (President and Deputy President) have been held this year
2.4.3Implement and monitor the system of ward committees in all municipalities DPLG, SALGAOngoingWard Committees for all local municipalities have been established except for certain metropolitan areas. Phase 2 of Community Based Planning has commenced in the Eastern Cape, Western Cape and KwaZulu Natal

PLANNING, IMPLEMENTATION AND MONITORING AND EVALUATION

   
3.1 Integrated planning   
3.1.1Continue work on harmonization of National Spatial Development Perspective (NSDP), Provincial Growth and Development Strategies (PGDS) and Integrated Development Plans (IDPs) Presidency, DPLG, NT, DLA, DEAT, DTIApr-0813 district/metro pilot sites were identified for the application of the NSDP approach to planning. Working sessions have been held with the pilots wherein their IDPs reflected the NSDP approach
3.1.2Review the role of the dti in coordinating the alignment of national economic policies DPSA, DTI, DPLG, PresidencyJul-06The DTI provided a document regarding the role and capacity of the DTI in implementing economic development. This document served as an input into the July Cabinet Lekgotla deliberations
3.2 Mainstream hands-on support to local government to improve municipal governance, performance and accountability   
3.2.1National and provincial government departments will give concrete support to municipalities in their Strategic and Business Plans, including support to District and Metropolitan municipalities to prepare IDPs DPLG, All DeptsOngoingA number of national departments have developed support plans for local government. All provinces have now developed draft programmes of support for municipalities. This work will be carried through to 2007
3.2.2Finalize a Local Government Competency Framework to ensure that each and every District and Metro municipality has capacity to discharge its responsibility DPLGJul-06The Competency framework is being implemented. The Guidelines were refined by DPLG for posting on www.dplg.gov.za for access to municipalities. These will also be used as basis to conduct the local government skills audit
3.2.3Finalise work on the national local government skills audit DPLGOct-06Work on the audit is continuing and the outcome will be implemented during 2007
3.2.4Develop a structured programme for capacity building and training for new councilors and facilitate appointment and/or training of Municipal Managers and other Senior Managers DPLG, SALGADec-06Various programmes led by dplg are providing capacity building and training to councilors & officials (e.g. ISRDP, URP, IDPs). SALGA is rolling out its own capacity building programme aimed at councilors (e.g. HIV & AIDS, IDP and PGDS engagements).
3.2.5Deploy technical capacity from National and Provincial Departments and deploy appropriately qualified and oriented technical experts from departments and other sources outside government. DPSA, All DeptsApr-06A total of 224 experts have been deployed to 80 Project Consolidate Municipalities. Stakeholders such as DBSA, SACA, SAICE and IMFO have deployed technical capacity to a number of municipalities throughout the country
3.2.6Finalize the development component of the equitable share formula DPLG, NTNov-06Proposals (Discussion Document prepared, outlining core technical proposal) on a development component for the local government equitable share formula prepared
3.3 Address the structure and governance arrangements of the state to better strengthen, support and monitor Local Government performance   
3.3.1Develop proposals for reorganization of key sector Departments that significantly impact on the work of Local Government DPLG, DPSA, NT, OPSC, PresidencyJul-06Proposals on possible sector organisation to assist with local service delivery being developed in partnership with the affected sectors
3.3.2Undertake an assessment of the capacity of Provincial Departments of Local government to perform their statutory functions DPLG, DPSA, NTJul-06Assessment completed. Preliminary report was presented to MinMec and PCC in Sep-06 and an improvement framework developed
3.3.3Implement the monitoring and evaluation of Project Consolidate DPLG, PresidencyJun-06Implementation of the M & E Framework started. Systems configuration completed and pilot sites have been identified. Municipal Izimbizo progress reporting systems finalised and operational. Knowledge managers appointed in 6 provinces
3.4 Refine and strengthen enforcement measures of the Policy, Regulatory and Fiscal Environment for Local Government   
3.4.1Refine Local Government policy including regulatory and fiscal regime and alignment with the national development planning system DPLG, Presidency, DLA, NT, Provinces, SALGA,Jul-06Proposals have been drafted for key areas identified in the 5-Year LG Implementation Plan related to policy refinement. This work will continue in 2007.
3.4.2Submit a framework on the division of powers and functions across government and devolution of functions to Local Government, including a review of the two-tier system of local government presented. DPLGJul-06A comprehensive assessment of the current division of functions between B and C and existing types of municipalities is being undertaken. A process to cost the governance, administration, planning and development functions of the districts has commenced.
3.4.3Develop a District Shared service model for district municipalities DPLG, DPSAMar-07An audit of existing District Shared Services is being undertaken to inform the model for strengthening the role of district system of local government
3.5 Implement the government-wide monitoring and evaluation proposal and implementation plan   
3.5.1Develop principles and practices for government wide monitoring and evaluation system, including norms and standards Presidency, OPSC, DPLG, SAMDI, StatsSAJun-06The final draft document was discussed in the M&E task team and has been circulated to relevant stakeholders for final input
3.5.2Define and implement capacity building processes SAMDI, DPSA Presidency, StatsSAAug-06The Capacity Building Workstream as part of the national task team on GWM&E have invited experts and will select Associates to be cadres for implementation of the GWM&E training and development. Seven M&E workshops were held and well received
3.5.3Implement oversight role of co-coordinating departments to provide transversal information (value for money, HR utilization, Public Management Watch, public administration performance, service delivery outputs linked to strategic plans and annual reports) DPSA, NT, OPSC, DPLG, Presidency, DOJNov-06User requirements for a system for end of year report and monitoring strategic plans are being finalised and development of the IT solution will start in early 2007
3.5.4Pilot the proposed design of the monitoring system in departments and provinces Presidency, DPSA, NT, OPSC, StatsSADec-06Piloting will commence once the systems in 3.5.3 have been developed
3.5.5Reassess sector departments monitoring systems and performance, identify best practices and make recommendations for capacity building and sharing lessons OPSC, DPSA, SAMDI, PresidencyDec-06An audit of departmental monitoring systems has been finalised. The report is to be released shortly
3.5.6Implement the National Statistics System StatsSA, PresidencyDec-06The National Statistics System has completed the South African Statistical Quality Framework (SASQAF) of criteria and protocols for certifying the statistics of departments and state agencies as official statistics
3.5.7Roll out the monitoring system to all departments and provinces Presidency, DPSA, NT, OPSC, StatsSANov-07Roll out to all national and provincial departments is dependant upon the completion of integration of transversal system to assist in designing the IT infrastructure for Government-wide monitoring and Evaluation System
3.6 Integration of Transversal Operational Systems   
3.6.1Integrated Financial Management System Project NT, DPSA, SITADec-07Phase 1 of the development has been concluded. This includes a Master System Plan and Prospectus with budget over the next ten years
3.7 African Peer Review Mechanism   
3.7.1Present country assessment report and draft programme of action to second consultative conference; and thereafter to the APRM Secretariat and Panel of Eminent Persons DPSA –DOJ, NT DTI, Presidency, DFA & Stats SAJun-06The APRM Panel has submitted the draft country review report for comment by SA. SA has finalised and submitted its comment with the final POA. The report is to be tabled to a meeting of Heads of States and Government
