CAPABILITY NEEDS FOR THE DEVELOPMENTAL STATE

     
1.1 Public Service Capacity DPSA, DPLG, Presidency, SAMDI, OPSC, NT    
1.1.1 FOSAD to submit to Cabinet, a review of the functioning of government with proposals on capacity of implementing agents, competence, alignment of planning and implementation and mobilization of the public service to speedup socioeconomic transformation Presidency, DPSA, DPLG May-05 A paper was presented to the extended Cabinet in May-05. Sectoral reviews on capacity of departments (health, housing, Justice, DTI) are underway. Report finalized for Jan-06 Lekgotla
1.1.2 Finalise the review of gender balances as well as representation of people with disability within the public service against the target has set itself DPSA Jun-05 Review completed, revised targets and supporting special measures programmes were approved by Cabinet in Dec-05
1.1.3 Clarify and distinguish roles of executive and administrative heads DPSA Apr-05 Study completed and final report has been submitted to the Minister of DPSA
1.1.4 Development and implement an integrated system of HR skills -pilot in selected departments DPSA Jul-05 A service provider has been appointed to implement the Skills Management Information System. Four departments have been requested to serve as pilots
1.1.5 Review Public Service Act and Public Finance Management Act in the medium term DPSA, NT Apr-06 Public Service Amendment Bill: consultations on the Draft Bill are continuing
1.2 Develop and implement the Anti-Corruption programme DPSA, SAPS, OPSC Dec-05  
1.2.1 Convene a summit on corruption and agree on a programme to strengthen the campaign DPSA, OPSC May-05 The summit was held and the programme of action developed. A multi- sectoral Implementation Committee has been appointed to implement the National Anti-corruption Programme over a five-year period
1.3 Support flow of skills into the public service DPSA, SAMDI    
1.3.1 Implement compulsory induction and reorientation programme for public servants DPSA, SAMDI Ongoing Process of procuring material developers underway. Initial roll out based on the outcomes of the learning framework to start early 2006. Handbook on Induction and SMS Orientation manual available for use whilst new training programmes are developed
1.3.2 Intensify management and leadership development programmes to strengthen the ranks of middle and senior management DPSA, SAMDI Jun-05 Cabinet in Dec-05 approved implementation of the accelerated development programme. Comprehensive training programme for middle and junior level managers and supervisors are being presented. Senior managers' training programmes are under review
1.3.3 Intensify internship programme, coaching and mentorship training programmes DPSA, SAMDI Jun-05 Guides being consolidated and redrafted in user friendly style. Guide developed on use of foreign nationals as mentors. DHA appointed 573 interns in 2005-06. Comprehensive Coaching and Mentorship training programmes (3rd Generation) ready for roll-out
1.4 Coordinate and focus HRM and HRD to meet identified skills gaps DPSA, SAMDI, DPLG, DPW    
1.4.1 Implement interventions to Strengthen HR planning and function in government DPSA, SAMDI Ongoing A report with recommendations was submitted to Cabinet during Nov-05. Donor funding was secured and a service provider has been appointed to review the HR planning framework. The service provider has submitted a draft project plan during Jan-06
1.4.2 Facilitate implementation of revised performance management systems DPSA Dec-05 Proposed amendments to the SMS Performance Management and Development Systems (PMDS) approved. Following further consultation, additional amendments will be submitted to the Minister for approval and the amended PMDS will then be implemented
1.4.3 Develop a framework to improve the physical work environment DPW, DPSA Dec-05 Framework to improve physical work environment was adopted by Cabinet. Service Providers have begun to compile and consolidate improvements needed. Progressive implementation of the Tshwane Inner City Program (TICP) is underway
1.4.4 Develop a framework to improve conditions of service of selected professionals DPSA Dec-05 The work has been incorporated in the 2006 Personnel Expenditure Review (PER) that will culminate in a revised remuneration policy for the public sector. Work on the PER has already commenced
1.4.5 Review the Senior Management Service DPSA Sep-05 The first draft of the report on the review of the SMS is under consideration
1.4.6 Plan to significantly strengthen middle management capacity DPSA Jun-05 During Dec-05, Cabinet approved the implementation of the accelerated development programme
1.4.7 Develop framework for the deployment of managers within the public service and to local government DPSA, DPLG Dec-05 A draft deployment framework compiled. Work regarding the Public Service Act and other relevant policies impacting on the framework is in progress

MACRO-ORGANISATION OF THE STATE

     
2.1 Integrated Public Sector DPSA, DPLG, DPE    
2.1.1 Introduce the Local Government: Municipal Employment Bill DPLG Oct-05 A Cabinet Memorandum with proposals on the development and implementation of single public service legislation will be submitted to Cabinet soon
2.1.2 Introduce legislation and policies regarding regulation of public entities governance and HR practices DPE, DPSA Oct-05 A draft policy framework has been submitted to Cabinet
2.1.3 Finalise the framework for the unified public administration DPSA, DPLG Jun-06 A draft implementation strategy, access framework and workplan developed and updated on the basis of inputs received, in preparation for a Cabinet submission
2.2 IGR Framework Bill DPLG, Presidency    
2.2.1 Promulgate and implement the IGR framework Act DPLG, Presidency Dec-05 The IGR Act was promulgated in Aug-05. Implementation has commenced with 8 provinces having formally launched IGR structures and District Forums. A national IGR inaugural launch is planned for early 2006
2.3 Integrated Service Delivery DPSA, DPLG, DOE, DHA, DOC, GCIS    
2.3.1 Forge a common approach to e-government DPSA, DOE, DHA, DOC Dec-05 Last consultation took place in Nov-05 and report consolidating comments and changes to the documents will be available shortly
2.3.2 Consolidate phase one of Batho Pele gateway information portal DPSA, GCIS, DOC Aug-05 The Batho Pele Gateway Portal will soon go live on new robust infrastructure with content available in English, Tswana, Afrikaans, isiZulu, isiXhosa, Sesotho and Sepedi. Translation into the remaining official languages is proceeding
2.3.3 Implement a programme to expand access to Batho Pele gateway and MPCCs, in improving services to the people GCIS, DOC Jun-05 Call-Centre traffics has increased after profiling in Government Magazine (Vuk'uzenzele) and SABC 2 TV series on economic opportunities
2.3.4 Implement the second generation strategy of MPCCs extending to 284 municipal areas GCIS 2014 Twelve Second Generation MPCCs operationalised by Dec-05
2.3.5 Deploy 2 840 learner Community Development Workers DPSA, DPLG Mar-06 The national launch of CDW programme took place in Nov-05. 2900 CDW learners have completed the training. The recruitment of 665 new learners has been completed, of which 190 are now in Block 2 of the learnership
2.4 Batho Pele DPSA    
2.4.1 Revitalise and implement Batho Pele requirements in performance agreements of public servants DPSA, National Departments Dec-05 Batho Pele principles incorporated in revised Senior Management Service Performance Management and Development System
2.4.2 Implement Batho-Pele Change Management Campaign, including unannounced site visits, name badges, internal communication within the public service with a national programme to entrench the ethos of Letsema and Vuk`uzenzele DPSA, National Departments Jul-05 DHA launched the name badges project on the 09th of Dec-05. SAMDI & DPSA implemented the Change Management Engagement program in Limpopo and to date 316 officials have participated in the workshops
2.4.3 Develop framework for accountability of public servants to the people DPSA, OPSC Jun-05 A further Batho Pele Learning Network was held in Nov-05 in Kimberley on the theme "Taking Batho Pele to new levels through dialogue and sharing best practices"

PLANNING, IMPLEMENTATION AND MONITORING AND EVALUATION

     
3.1 Alignment of NSDP, PGS and IDPs Presidency, DPLG, NT, DOL Dec-07  
3.1.1 Finalise harmonizing Provincial Growth and Development Strategies, Integrated Development Plans (IDPs) and the National Spatial Development Perspective Presidency, DPLG, NT DOL Dec-05. See Econ 10.3 Review and update of the National Spatial Development Perspective completed. Provincial Growth & Development Strategies (PGDS) guidelines have been finalised. Assessment of PGDS against guidelines completed
3.1.2 DPLG to enhance role of district municipalities alignment of planning and consider amendment to the Municipal Systems DPLG   Proposed changes to the Municipal Systems Act as they relate to planning are currently being drafted
3.2 Project Consolidate DPLG, NT, DPW, DPSA, DOC, GCIS    
3.2.1 Facilitate public & community participation through the development of policy guidelines on consultation and participatory mechanisms DPLG, Provincial and Local Governments Ongoing Draft National Policy Framework on Public participation developed and open for comment by civil society structures
3.2.2 Coordinate the delivery of free basic services DPLG Ongoing Bilaterals working towards the finalisation of the FBS baseline study with sector departments incl. Stats SA have been completed. A memo requesting Cabinet to approve the use of FBS baseline study has been prepared for submission
3.2.3 Finalise and implement the indigent policy DPLG Jul-05 An indigent policy has been approved and implementation guidelines are being finalised for the pilot to commence in Jan/Feb 06
3.2.4 Address billing systems and municipal debt DPLG Dec-05 Annual target achieved, 12 Senior Managers appointed to representative pilot municipalities to conduct research, analyze the current billing systems, provide recommendations on a new system and oversee the implementation thereof
3.2.5 Finalise the review of the equitable share and formula DPLG, NT Jul-05 Formula review complete
3.2.6 Implement Local Economic Development intervention DPLG Dec-05 Economic development training was conducted in all provinces in Nov-05. Various municipalities are being assisted with formulating and implementing LED strategies by technical experts
3.2.7 Co-ordinate the implementation of the Municipal Infrastructure Programmes, particularly the Municipal Infrastructure Grant and Expanded Public Works Programmes in all municipalities including in the developmental nodes DPLG, DPW, Provincial and Local Governments 2007 At the end of Nov-05, R4,436 billion (99,9%) of the total 2004/05 MIG allocation (R4,439 billion) was spent. R1,884 billion (34.65%) of the total 2005/06 MIG allocation (R5,436 billion) was spent
3.2.8 Finalise financing protocol relating to the Urban Renewal and Rural Development Programmes to improve coordinated financing of these Programmes by the three spheres of different departments DPLG, NT Dec-05 Finalised the identification of nodal specific project plans that will address direct challenges and priorities in the nodes
3.2.9 Introduce modern ICT in development nodes DoC, DPLG, DPSA Ongoing E-cadres will be deployed in nodal points to promote the use of ICTs. Currently the DoC is finalising the concept and the conditions under which they will be deployed
3.2.10 Allocation of dedicated personnel to the Project Consolidate initiative DPLG Mar-05 National Departments have identified key people responsible for Project Consolidate. A wide range of initiatives are underway to engage stakeholders already mobilised and to finalise contracts with those in process
3.2.11 Performance management, service delivery indicators and communication DPLG, OPSC, Presidency, GCIS Dec-05 Framework and score card structure developed focusing on 5 Key Performance Areas. The Development PMS implementation strategy for local government is underway
3.2.12 Conduct an audit to assess capacity to sustain implementation of Project consolidate DPLG Jul-05 Work that will culminate in a national Human Resource Audit of Local Government is ongoing. A preliminary skills audit study was undertaken by the Local Government SETA
3.2.13 Develop and assess mechanisms for management of cross-cutting and joint programmes DPLG Jul-05 Framework for managing joint programmes approved by Cabinet in Dec-05
3.2.14 Develop and implement an integrated database system of HR skills-pilot in selected departments DPLG Dec-05 A preliminary assessment of skills required for senior managers and some professional occupational categories in local government has been completed and a draft competency framework compiled
3.2.15 Local Government will invest R38 billion in infrastructure over the Medium Term Expenditure Framework period DPLG, NT Mar-07. See 3.2.7 At the end of Nov-05, R4,436 billion (99,9%) of the total 2004/05 MIG allocation (R4,439 billion) was spent. R1,884 billion (34.65%) of the total 2005/06 MIG allocation (R5,436 billion) was spent
3.3 Participatory Governance DPSA, DPLG, Presidency, GCIS    
3.3.1 Facilitate community and public participation DPLG, DPSC See 3.2.1 Two publications on ward committees have been developed. An accredited course for ward committees is being developed with the LGSETA
3.3.2 Conduct Presidential Imbizo and Imbizo focus weeks GCIS, DPSA, Presidency Apr-05, Oct-05 Municipal Imbizo Programme, covered most Project Consolidate municipalities through District Izimbizo of President and Deputy President and local izimbizo of Ministers. This was in addition to other izimbizo and outreach programmes
3.3.3 Develop policy guidelines on participation and consultation DPLG, DPSA Jun-05. See 3.2.1 See 3.3.1
3.3.4 Strengthen local government participatory mechanisms DPLG Dec-05. See 3.2.1 52 local municipalities under Project Consolidate have been assisted on facilitating community participation through ward committees. A curriculum for an accredited national training programme for ward committees is being developed
3.4 Government wide monitoring and evaluation systems Presidency, OPSC, NT, DPSA, DPLG, StatsSA    
3.4.1 Finalise research, proposal and design of the government-wide M&E framework to track impact of government programmes against goals and effectiveness and efficiency of service delivery outputs Presidency, OPSC, NT, DPSA, DPLG, StatsSA Apr-05 Activity has been completed. Research and proposal for government wide framework to track impact of government programmes was submitted and approved by Cabinet
3.4.2 Finalise a plan to improve monitoring and evaluation across government, including the electronic information management system for phased implementation Presidency, OPSC, NT, DPSA, DPLG, StatsSA Jun-05 Proposal to enhance the electronic management system for phased implementation and its alignment to the POA System has been finalised
3.4.3 Pilot the proposed design in departments and provinces Presidency, OPSC, NT, DPSA, DPLG Dec-05 Pilot of the CabEnet System in four departments has been completed
3.4.4 Roll out the system to all departments and provinces Presidency, OPSC, NT, DPSA, DPLG Apr-07. See 3.4.3 The pilot phase of the CabEnet system has been signed off and planning for deployment to the remaining national departments is in progress
3.4.5 Implement the early warning system to preempt service delivery failures, based on human resource, financial and administrative information Presidency, OPSC, NT, DPSA, DPLG Ongoing An early warning system has been developed
3.5 Create strong information base for good governance and service the developmental state StatsSA, Presidency    
3.5.1 Enhance the implementation of the comprehensive plan to improve the capacity of the National Statistical System and StatsSA StatsSA Dec-05 All information on indicators has been captured in a matrix format. A mechanism for data collection is being discussed
3.5.2 Implement the information database and collate information on indicators Presidency, StatsSA Feb-06 Gathering of baseline data on indicators is nearing completion. The implementation of information database is being discussed with relevant stakeholders
3.5.3 Record assets and allocate addresses DLA, StatsSA Jul-05 Project is continuing
3.6 Prepare for African Peer Review of South Africa DPSA, DFA, Presidency    
3.6.1 Establish APRM focal point and consultative processes DPSA, DFA, Presidency Apr-05 National Governing Council announced Data collection and research underway. Provincial and local consultative processes underway
3.6.2 Consider draft country report on the APRM DPSA Jun-05 A draft govt. submission is being developed for submission to Cabinet based on inputs from departments and provinces, and the Conversation with Experts, Civic and Cultural consultations held in Dec-05
3.7 Government Transversal systems DPSA, NT, DPLG, Presidency, StatsSA    
3.7.1 Improve existing transversal IT systems DPSA, NT Feb-06 DPSA(OGCIO) are engaging stakeholders to define project scope to ensure rapid progress
3.7.2 Develop an integrated financial management system NT, DPSA Dec-07 A strategic framework for implementation of IFMS was presented to Cabinet in Oct-05
3.7.3 Implement the municipal business activity scorecard DPLG, StatsSA Dec-05. See 3.4.1 See 3.4.1
