REDUCING LEVELS OF CRIME

The amnesty for the possession of illegal firearms came into effect in Jan-05 and will end in Mar-05.

1.06Set up Special Joint Teams to target and focus on serious crime with an immediate objective of apprehending the top 200 criminals in the country, using all legal instruments to bring them to justiceSAPS, NIA, DSO, DOJ, FICAug-04The following arrests were made: 67 out of 96 identified on organised crime; 40 out of 42 of commercial crime whilst for contact crimes 61 of the 62 identified, including people who were wanted for cash-in-transit and other roberries.

ORGANISED CRIME SYNDICATES

2.04Corruption - special attention as part of the organised crime priorityDSO, DCS, DOJ, DHA, SAPS A counter corruption strategy has been finalised. A number of projects between cluster departments have led to an arrest and dismissal of corrupt Home Affairs Officials, among others.

3.00

IMPROVING EFFECTIVENESS OF THE CRIMINAL JUSTICE SYSTEM

Diversion of children in trouble with the law is being implemented as a way of partly dealing with the problem.
3.03Finalise the Victims CharterDOJ, DCS, DSDJul-04The Service Charter for Victims as well as the Service Charter for minimum standards was approved by cabinet and officially launched in Nov-04.
3.04Implement the Victim Support Services ProgrammeDSD, DOJ, DCS,End of 2004A steering committee consisting of various directorates in the justice department and the Sexual Offences Community Affairs unit have been formed to monitor the implementation of the charter.
3.05Intensify programme to set up specialised courts (commercial crimes and women an child abuse)DOJOngoingFurther sites for rolling out the Specialised Commercial Crimes Courts have been established in Bloemfontein and Germiston. The NPA is establishing Thuthuzela Care centres to link up with the Sexual Offences Courts.

New technology is also introduced in this regard.

The SAPS is currently working on the second phase of the programme.
4.03.09Sea Ports of Entry - security to be enhanced by implementation of an International Ship and Port Facility Security Code; enhance law enforcement at smaller harbours and attention by SAPS and SANDF to white water and blue water security strategiesSAPS, DOD, DHA, National Ports Authority, NIA Measures implemented to enhance security include an International Ship and Port Facility Security Code, law enforcement as well as white and blue water strategy.
4.03.10Air Ports of Entry - with attention to non-international airports and the affordability of options for upgrading radar systems will be investigatedSAPS, DOD, DHA, ACSA, NIA Plans are being developed and evaluation of capacity is being undertaken in this regard.
4.03.11Rail Ports of Entry - a short-term intervention has been implemented to strengthen security at crossings with limited control pending longer term development of infrastructure and placing of personnelSAPS, DHA, Transport, SARS The Joint Implementation Task Team met in Jan-05 to roll out the implementation plan. Limpopo Province has already been visited and is busy with implementation.
4.03.12An Integrated Implementation Plan will be presented to Cabinet outlining the action steps, budgets and time frames to neutralize all threats and enhance border control and securitySAPS, DOD, DHA, NIA, NICOC A framework, including practical programmes and timelines, for a Border Control and Security Strategy was presented to the Jan-05 Cabinet Lekgotla.

4.05Disaster management - attention to capacity and readiness of systems with focus on security-related national disasters, involving cooperation on non-security related disasters with other clusters and countries in the regionSAPS Disaster management exercise is continung and will be completed in 2005.
4.06Reassess the effectiveness of the Foreign Military Assistance ActDOD, DOJ, NIA, NPA, A cabinet memorandum and an Amendment Bill will be presented to cabinet in early 2005.
4.07Terrorism - continuing attentionNICOC, NIA, SAPS Regular reporting and monitoring continues.

5.00

ONGOING PRIORITIES

   
5.01SAPS capacity - increasing numbers to 152,000 in 2005/6SAPSApr-06Budget to increase capacity of SAPS has been approved and is being implemented.
5.02Integrated Justice Programme - various programmesDOJ; IJS The cluster is sustaining the IJS Court Centre Projects. A plan to roll out integrated case flow management centres is being developed.
5.03Sexual OffencesDJCD,NPA, , SAPS The Sexual Offences Act is being implemented.
5.04Protection and Security Services Division - putting this division into operation and phasing out the Commando units and replacing it with a revised SAPS reservist systemSAPS, DOD The pilot project on Railway Police is being conducted in Western Cape. 400 entry-level constables have been trained for the project.
5.05Establish at least two Community Courts in each province, modeled on the Hatfield Community Court in Tshwane, whose first month of operation saw 200 cases finalised with a 100% conviction rate, in the current financial year Apr-05Good progress is reported on the three community courts which were officially launched November 2004 in Cape Town. In addition to these three, nine community courts have been initiated as pilot projects in EC; FS, Limpopo; NC; KZN and GP.
