GOOD GOVERNANCE

1.1 Anti-corruption
1.1.1Implementation of the Local Government Anti-Corruption Strategy DPLG, NT, SAMDI, SALGADec-08As at the end of November, 89 (59%) of the 150 municipalities targeted for Dec-08 had been supported to develop their fraud prevention plans
1.1.2Development of the 2nd National Anti-corruption Programme DPSA, SIU, DoJCD, SAPS, OPSC, SAMDIOct-08The report of the Summit is being finalised and will be uploaded on the NACF website www.nacf.org.za
1.2 Gender and disability programmes
1.2.1Implementation of the Gender Equality Strategy in the Public Service DPSA, Special Programmes, DPLG, PresidencyDec-08Equity status for women in management is currently at 34%
1.2.2Implementation of the Job-Access Strategy for the employment of people with disabilities in the public service DPSA, Special Programmes, DPLG, PresidencyDec-08The National department of Public Enterprises has achieved the highest number of people with disabilities at 4.4%. Provincially, Limpopo is doing well on SMS at 2%
1.3 Batho Pele
1.3.1Implementation of Batho Pele Change Management Engagement Programme (BPCMEP) DPSA, DPLG, SAMDI, SALGADec-081530 officials from 274 (97%) municipalities have been trained in BPCMEP. The M&E Strategy has been completed and circulated with a template and a guide to all municipalities
1.3.2Implementation of Service Delivery Improvement Plans (SDIPs) and Service Standards DPSADec-08The 2008/9 submission of SDIPs slightly improved since 16 of the 33 national departments and 50 of the 106 provincial departments submitted their SDIPs to the DPSA. That is 49% of all departments complied with 2008/9 submission of SDIPs
1.4 Public participation
1.4.1Presidential Izimbizo and Imbizo Focus Week GCIS, DPLG, PresidencyOngoingNo presidential Imbizo has taken place since the previous reporting cycle
1.4.2Facilitation of public participation at the local government level DPLG, GCIS, NT, Presidency, ProvincesDec-08The funding model has been completed and will be tabled in Cabinet during 2009. The course material for ward committees has been developed and is currently undergoing accreditation by the LGSETA and will be rolled out in Jan-09

2.1 5-Year Local Government Strategic Agenda
2.1.1National and provincial government departments to provide concrete support to municipalities in their Strategic and Business Plans including support to District and Metropolitan Municipalities to prepare IDPs DPLG, National Sector Departments & Provincial DepartmentsDec-08Two national capacity development sessions on development planning information analyses were held to advance the review of IDPs. Over 40 municipalities attended these sessions
2.1.2Implementation of institutional and operational systems to monitor, evaluate and report on performance of local government service delivery DPLG, National Sector Departments & Provincial DepartmentsDec-08The development of a core set of indicators for Local Government has been finalised. Inputs received during the consultative process with national sector departments, provinces, municipalities and SALGA have been incorporated into the final document
2.1.3Implementation of the Local Government Performance Management System DPLG, Provinces, MunicipalitiesDec-08All 8 municipalities that are currently being supported by dplg and GTZ have finalised their Performance Management System Policy Framework and developed organisational score cards. All Section 57 managers in 5 districts have signed Performance Agreements
2.1.4Ongoing deployment of technical capacity to local government DPLG, All Depts, DPSAOngoingThe number of technical experts deployed has increased from 351 as at September 2007/08 to 1283 (365%) as at Dec-2008/09
2.1.5Conduct Local Government Skills Audit DPLG, DPSA, Housing, NT, Professional Bodies Provinces, IMATU, SAMWU, LGSETA, SALGADec-08665 out of 1432 Senior Managers (Section 57 and Municipal Managers) have completed generic competence assessments in 210 of 283 (74.2%) municipalities. Functional competence assessments and verification of qualifications are well underway
2.1.6National Support Programme for the Institution of Traditional Leaders DPLG, NHTL, LGSETA, SALGAJun-08The post structure, the strategic plan and funding proposal for the new department has been finalised. The NCOP is finalising provincial public hearings on the two Traditional Leadership Amendment Bills
2.2 Skills assessment
2.2.1Development of the Human Resource Planning Strategic Framework DPSA, All DeptsDec-08Human Resource Planning Strategic Framework - Vision 2015 for the Public Service submitted to Minister for approval
2.2.2Implementation of HR Connect DPSA, All DeptsDec-08Project delayed for six weeks while the verification of PERSAL data continues
2.2.3Implementation of competency assessments DPSA, DPLG, NT, SAMDI, PSETAApr-08Three competency assessment instruments have been developed considering the MMS and the SMS. They are to be validated against section 8 of the Employment Equity Act
2.2.4Implementation of the Leadership Development Management Strategic Framework for the Senior Management Service DPSA, DPLG, NT, SAMDI, PSETADec-08The LDMS Framework is being implemented incrementally and each pillar is expected to have separate guidelines. The guidelines for the implementation of competency assessments has been developed and approved
2.2.5Implementation of the Public Service HRD Strategic Framework Vision 2015 DPSA, All DeptsDec-08To date 16 out of 144 departmental HRD plans have been signed off by the HoDs and submitted to the DPSA while 22 draft HRD plans have been submitted but are awaiting final approval from the HoDs
2.2.6Regularise Employment and Performance Agreements at designated levels (A 15) DPSA, DPLG, OPSCJul-08A total of 251 out of 283 municipal manager posts have been filled as at Nov-08 and the vacancy rate has dropped to 11%. About 176 (70%) out of 250 municipal managers have signed performance agreements in the first six months of the 2008/09 financial year
2.3 Capacity Development Programmes
2.3.1Implementation of the Public Service Academy Strategy SAMDI, Selected Depts, DPLG, DPSA, Provinces, PSETADec-08A curriculum framework for the induction of new SMS members has been drafted by PALAMA, including input from other provinces. The process of developing SMS induction is underway in preparation for implementation in the next financial year
2.3.2Anti-corruption, Gender and Disability Mainstreaming Training SAMDI, DPLG, DPSA, OSW, OSDPDec-08The Minimum Anti-Corruption Capacity course has been accredited by the PSETA. The DPSA TORs for the Virtual Social Discussion Forum for Anti-Corruption have been submitted to PALAMA for review
2.3.3Accelerated Management Development (ADP) Training SAMDI, NTDec-0825 participants attended a training course at the Administrative Staff College of India in Oct-08
2.3.4Khaedu SMS Development Programme SAMDI, Selected Depts, DPSADec-08Since the launch of the 2nd generation of Khaedu for SMS (Jan-Nov-08), a total of 934 officials have attended Core Skills week and 590 have completed their deployments exposing them to practical challenges within the public service
2.3.5Massified Induction Training Programme SAMDI, Selected Depts, DPSA, ProvincesDec-08All additional provinces and national departments training of trainers have been completed. At the end of Nov-08, 11 163 public servants had been inducted

3.1 Single Public Service
3.1.1Development of overarching legislation for the single public service DPSA, DPLG, NT, Presidency, SALGADec-08The SPS Bill was withdrawn by the Minister for the Public Service and Administration in Nov-08 to engage in further consultation

3.1.3Implementation of change management DPSA, DPLG, SALGADec-08A successful service provider has been selected to undertake the change readiness assessment for the Single Public Service
3.2 Integrated Service Delivery
3.2.1Establishment of additional Thusong Services Centres GCIS, DHA, DoC, DPLG, DPSA, DSD, NT, SITA, SAP, USAASADec-0816 Thusong Service Centres have been operationalised this year bringing the total number of operational centres to 128

3.2.3Installation of General Service Counters DPSA, DoL, Housing, SASSA, SITAJul-08Installation of ICT connectivity is underway at 42 Thusong centres
3.2.4Implementation of the Community Development Workers Programme DPSA, DPLG, Presidency, ProvincesDec-08More than 45 Community Development Workers were sent to India for training
3.3 e-Government Service Delivery Projects
3.3.1Implementation of Home Affairs service delivery improvement projects DHA, DoC, DoL, DPE, DPSA, DSD, DTI, GCIS, GPW, JCPS, StatsSA, NIAOngoingThe Department has grown the Large Account Unit to 27 Accounts. The Department is planning to increase them to 35 by 31 Dec-08 and 50 by Mar-09. The average Identity documents turnaround time has been reduced to 37 days
3.3.2Next Generation e-Government Implementation: e-enable six services DPSA, DoC, DoJCD, DPLG, DSD, ISAD, GCIS, SASSA, Health, Provinces, SITA, SALGADec-08The process of evaluating and awarding of a tender for e-government common platform is underway
3.3.3Improve civic services (A 17) DHA, DTI, Relevant DeptsDec-08Over 1455 front office staff have been trained on the new Online Verification processes. A new blank passport manufacturing machine has been delivered and installed

4.1 Integration of Planning
4.1.1Implementation and monitoring of credible IDP Framework DPLG, Provinces, National Departments, MunicipalitiesDec-08The project has been completed and a 100 per cent credible IDP adoption rate was achieved for 2008/09
4.1.2Ensure integrated planning across all spheres of government over a two-year peroid (A 16) Presidency, DPLG, DTIDec-08The draft operational plan for enhancing the planning capacity in government has been developed and will be presented to the Cabinet Lekgotla in Jan-09
4.2 Government-wide M&E System
4.2.1Training in GWM&ES SAMDI, DPSA, PSETAMar-08A curriculum framework for capacity building for M&E was launched. A total of 240 officials have participated in PALAMA's M&E training courses; and 28 training facilitators have been appointed to expand the delivery of the M&E short courses from Nov-08
4.2.2Distribution & 1st phase implementation policy framework, guidelines, standards and regulations Presidency, DPLG, DPSA, NT, StatsSA, OPSC, SAMDIDec-08The project has been completed
4.2.3Enhancement of present monitoring systems, including web based POA reporting system Presidency, All DeptsDec-08The 5th (interim) cycle has been initiated, with the web reports to be updated before mid Dec-08. Clusters are planning for POA 2009
4.2.4Publication of review based on high-level development indicators Presidency, All DeptsJul-08The project has been completed
4.2.5Publication of the Public Management Watch Report DPSA, DPLG, NT, Presidency, StatsSA, OPSCDec-08The analysis for Public Management Watch was completed based on the information as at 30 Sep-08. A workshop was held on 28 Nov-08 in order to assist departments that are identified as challenged
4.2.6Development of mechanisms to enhance public participation within monitoring and evaluation DPSA, DPLG, PresidencyDec-08A first draft participatory framework has been developed for the DPSA through a participatory framework. The consultation has thus far been limited to the Public Service
