Anti-corruption

Implementation of the Local Government Anti-Corruption Strategy

Development of the 2nd National Anti-corruption Programme

Following a successful NACF Summit, all stakeholders agreed on the draft of a new National Anti-corruption Programme which will be presented to the NACF Exco for adoption. Summit report once finalised will be uploaded on the NACF website www.nacf.org.za

Implementation of the Gender Equality Strategy in the Public Service

The DPSA is making follow ups with departments to determine progress made on the appointment of Gender Focal Points in line with the National Gender Policy Framework. The first Public Service Gender Indaba took place from 18 to 19 Aug-08

Implementation of the Job-Access Strategy for the employment of people with disabilities in the public service

The DPE, GCIS and DPW have met the minimum employment equity target of 2% people with disabilities. In Limpopo 2% of SMS is constituted by people with disabilities. Some departments have Disability Focal Points although they are still at varying levels

1.3.1

Implementation of Batho Pele Change Management Engagement Programme (BPCMEP)

1437 officials from 268 (95%) of the municipalities have been trained in BPCMEP and a set of 10000 DVDs and booklets are being finalised to showcase municipalities who have completed the BPCMEP

During the 2008/09 term, 12% national and 21% provincial departments had submitted their SDIPs by 31 Mar-08. Due to poor response rate the submission date was extended and the submission rate increased to 30% nationally and 23% in provincial departments

Public participation

1.4.1

Presidential Izimbizo and Imbizo Focus Week

Two presidential Izimbizo held since the last report. First Imbizo was held in the North West within the Bojanala District on 23-24 Aug-08. The second Imbizo was held in the Eastern Cape within the Alfred Nzo District Municipality on 13-14 Sep-08

2.1

5-Year Local Government Strategic Agenda

2.1.1

National and provincial government departments to provide concrete support to municipalities in their Strategic and Business Plans including support to District and Metropolitan Municipalities to prepare IDPs

All of the provinces and municipalities have been consulted and inputs from stakeholders are being consolidated on the Core Performance Indicators for LG. The process to finalise the indicators will be completed at the end of the financial year

The number of municipalities implementing PMS has increased to 223 (79%). DPLG has deployed 8 PMS Specialists in the EC and Mpumalanga municipalities and this brings the number of municipalities receiving hands-on support to 13

National Support Programme for the Institution of Traditional Leaders

A team consisting of National Treasury, DPSA and DPLG has been established to address the costing and the structure of the new department of Traditional Leadership. The NCOP is currently finalising provincial public hearings on the two Amendment Bills

2.2.1

Development of the Human Resource Planning Strategic Framework

The Framework was widely consulted with departments and it has been finalised. It is awaiting approval by the Minister of DPSA. The Interdepartmental Steering Committee has yielded good results as there have been significant increases in plans submitted

Implementation of HR Connect

The unique profiles submitted by various departments are being consolidated to be ready for the printing of survey forms. 1062 supervisors were briefed during Sep-08. Data capturers identified per department were capacitated to use the capturing system

Implementation of competency assessments

DPSA has secured funding for the validation study of SMS competency assessment instruments. Almost all the aspects of the procurement process have been completed

Implementation of the Leadership Development Management Strategic Framework for the Senior Management Service

900 SMS members were consulted on the draft LDMS Framework through national and provincial workshops. The LDMS Framework was finalised, approved and launched by the Minister of DPSA during the SMS Conference held on 8 Sep-08

Regularise Employment and Performance Agreements at designated levels (A 15)

As at 23 Sep-08, a total of 249 (88 %) Municipal Manager positions have been filled nationally and the vacancy rate for the Municipal Managers has dropped to 12%. A total of 248 (88%) CFO positions have also been filled nationally with a vacancy rate of 12%

Implementation of the Public Service Academy Strategy

The Minimum Anti-Corruption Capacity learning manual was submitted to PSETA for accreditation & the Gender Mainstreaming materials handed to PSETA for accreditation have been approved. PALAMA submitted a funding proposal to revise the Disability manual

Accelerated Management Development (ADP) Training

The 25 participants selected from the ADP programme are attending a study programme in India from 13 to 24 Oct-08. PALAMA, DPSA and DFA are working together to get 12 ADP participants to attend another programme in China by Nov-08

Khaedu SMS Development Programme

494 officials have attended the Khaedu Core Skills week and 509 have completed their deployment for the period Jan to Aug-08. SAPS has requested to train in excess of 600 members of the SMS on a customised Khaedu training

Massified Induction Training Programme

A total of 7665 trainees have been trained since the MIP became compulsory from 1st Apr-08. The first quarterly report has been completed and the second has been drafted and will be finalised after all Sep-08 training sessions have been recorded

Establishment of additional Thusong Services Centres

The Municipal Infrastructure Grant can now be used for funding the establishment of Thusong Service Centres. An ICT Blueprint audit has been completed in all Thusong Centres and installation has now commenced

Geographic Information System for the Single Public Service

The survey of GIS at national and provincial government was undertaken and the survey report has been compiled. The GIS for the Single Public Service has been established and tested and the final changes are being made

Installation of General Service Counters

On ICT Connectivity: 123 data lines have been applied for, 20 are already installed and 9 data lines will be upgraded and moved to DPSA account whilst 47 sites are ready for installation. The local area network installation on 42 sites commenced in Aug-08

Implementation of the Community Development Workers Programme

583 CDW learners from EC, KZN, Limpopo and Mpumalanga are receiving training until Nov-08. India has also approved applications for 33 CDWs to receive their training in India

e-Government Service Delivery Projects

Implementation of Home Affairs service delivery improvement projects

Ongoing

Management information statistics from ID track and trace system is also used to monitor provincial and head office performance. Passport production has improved and it currently averages 26 days and the ID turnaround has been reduced to 47 days

Next Generation e-Government Implementation: e-enable six services

Evaluation of tender RFB 644 has begun. Evaluation and award is expected to take approximately two to three months and this will cause further delays in the implementation of the project

Online verification has been rolled out in 140 offices and training has been completed in 128 offices. Bid technical evaluation for the ID Card has been completed and compilation of the report is underway

4.1

Integration of Planning

4.1.1

The analytical reports produced as part of the initiative are proving to be useful in improving the quality of the plans of districts. Due to planning process of government, the real impact of this work will be evident in IDPs of subsequent years

Government-wide M&E System

4.2.1

A course linking M&E to strategic planning has been developed and piloted with Senior Managers in the North-West Province and the second pilot will take place in the same province
